If the "Change to a different subscription" button is disabled in the Microsoft 365 admin center, it likely means you are not the owner of the billing profile.
To take ownership of the billing profile, navigate to Billing accounts, then Billing profiles.
Once there, verify if you are the owner of the billing profile.
If you are not, go to Billing account roles and click on Assign roles to take ownership of the billing account.
