If the users list is empty or if you can't find some users, it's likely because those users have not been assigned a license.

Also, the feature "can only be reserved by" is only available on the complete plan. It’s not supported on the free plan. If you'd like to assign desks directly and restrict them to specific users, we recommend upgrading to the complete plan.
